Guided by Liberal Party's Vision, Mission and Goals, it shall strive hard to create an extensive socially conscious membership with effective leadership committed to good governance where development is enjoyed by all Pasiguenos as well as to the revival of positive mores, values and traditions of Pasig.

OBJECTIVES
To realize LP Pasig's strategic direction, it will undertake the following :
1. expand membership from barangay level down top precint level;
2. participate in the community development and engage in issues and concerns that
affect Pasig City as well as the country at large;

with Liberal Party's Principles and Program of Governance.

MEMBERSHIP
In accordance with the Constitution of the LIBERAL PARTY OF THE PHILIPPINES, the members of LP Pasig are those who are known to have affiliated themselves with LP since its organization and continuously maintained their loyalty to it and those who, after being favorably considered for admission or readmission adhere to it by taking the Basic Orientation Seminar on Liberal Democracy (BOSLD) and the Oath of Affiliation.

APPLICATION PROCEDURES:
An application for membership in LP Pasig shall be subjected to the following, to wit :
1. filing out of membership form by the applicant with recent photo;
2. endorsement of the application by at least one (1) LP Pasig member in good
standing (an LP Pasig in good standing is one who performs his/her duties and is not
suspended, removed or expelled);
3. interview of the applicant by the Chair of the Orgcom (Organizing Committee);
4. approval/disapproval of the application by the majority members of the Xcon (Executive
Committee);
5. upon approval, the applicant undergoes the required BOSLD under the Educom (Education Committee);
6. oath of affiliation is administered by authorized party official;
7. payment of membership fee and monthly dues;
8. referral to appropriate Bayanihan Council or Committee for tasking.

QUALIFICATION:
In accordance with the Constitution of the Liberal Party of the Philippines, membership in LP Pasig shall be open to all persons :
1. of good moral character;
2. at least fifteen (15) years old;
3. believe in Liberal Party's Vision, Mission and Platform of Governance;
4. subscribe to LP Pasig's Constitution and By-Laws.

RIGHTS AND DUTIES OF LP PASIG MEMBER:
1. to be heard and to vote in party deliberations and meetings;
2. to choose or be chosen as party officials;
3. to be informed of party meetings, plans, activities, finances and the use of
party funds and properties;
4. to be accorded due process on complaints, investigations and decisions
on matters affecting membership and tenure;
5. to support and defend the LP Constitution and By-Laws;
6. to promote the Party Vision, Mission, Goals and Program of Governance;
7. to be an active member of LP Multi Purpose Cooperative;
8. to actively involve in party meetings, activities,projects and programs;
9. to regularly pay monthly dues and assessment on time;
10. to be a member of Bayanihan Council or Committee of choice.

GROUNDS FOR DISCIPLINARY ACTIONS:
Any LP Pasig member maybe disciplined, suspended, removed or expelled from it on any of the following grounds, to wit:
1. engaging in any act antagonistic to its objectives or inimical to its objectives, or for violations of, or deliberate failure to support any of its fundamental decisions;
2. failure to attend three (3) consecutive party meetings or at least two-thirds (2/3) of the meetings duly convened within a given calendar year of the appropriate Committee or Organ without valid reason duly communicated within reasonable period prior to the meeting and subsequently approved by the appropriate Committee or Organ;
3. non-participation and involvement in party sanctioned activities without valid reasons duly communicated within a reasonable period prior to the activity and approved by the appropriate Committee or Organ;
4. membership in another political party, either by act or deed.

SUSPENSION
In accordance with the Constitution of the Liberal Party of the Philippines, an LP Pasig member maybe suspended for a period not exceeding one (1) year.

REINSTATEMENT :
In accordance with the Constitution of the Liberal Party of the Philippines, an LP Pasig member duly removed, may apply for reinstatement in accordance with the procedure under Section 10 of the said Constitution.

THE PASIG COMMITTEE
In accordance with Section 12 of the Constitution of the Liberal Party of the Philippines, it envisiages among others, autonomy in the various organizational levels of the Liberal Party.
Duties and Responsibilities
1. It shall be the governing body of the Liberal Party of the Philippines in Pasig City;
2. It shall represent it before the Pasiguenos and the duly constituted authorities in Pasig
City on party matters;
3. It shall directly lead active political initiatives of Pasiguenos in the grassroot
communities in Pasig City;
4. Its members shall directly support its activities and mobilize resources to successfully carry out its action plans guided by the spirit of tulungan, damayan, malasakitan and bayanihan.

THE GENERAL ASSEMBLY (GA)
It shall be composed of all Members of LP Pasig in good standing which shall convene every three (3) years.
Duties and Responsibilities
1. Elects ten (10) Members of the Executive Council; nine (9) in case an LP Member has been elected as city official. Immediately after their election, they shall elect among themselves the Chair as the case maybe, the Vice Chair, the President, the Secretary General, the Treasurer, the Chair of the Orgcom, the Chair of the Educom, the Coordinator of District 1 and the Coordinator of District 2;
2. Approves the Three (3) Year Accomplishment Report of the Xcon and the Three (3) Year Financial Report of the Treasurer;
3. Ratifies the LP Pasig Three (3) Year Action Plan;
4. Approves and proposed amendments to the LP Pasig Constitution and by-Laws;
5. Other matters as maybe approved by the General Assembly.
Meetings
For the purpose transacting business, the presence in the GA of fifty percent plus one (50% + 1) of all LP Pasig Members shall constitute a quorum in any meeting.

THE EXECUTIVE COUNCIL
It shall execute all policies, guidelines and decisions made by the General Assembly at the LP Pasig Convention and shall likewise exercise overall direction, control and supervision of LP Pasig. As such, its Members shall be of good moral character with leadership capabilities and have been active LP Pasig Member for at least one (1) year in good standing. With the exception of the Presidents of KALIPI Pasig and LP Ladies Pasig who are ex-officio members, they shall hold office for three (3) years until their successors have been elected and qualified or unless sooner removed for cause. They shall exercise collective leadership, strive hard to arrive at consensual decisions, conduct regular monthly meetings and shall be composed of the following, to wit :

Meetings
The presence of the majority of its members shall constitute a quorum for purposes of transacting business. Any two (2) member of any LP Pasig Organ may call for a special meeting to tackle a specific matter and the Secretary shall notify its Members at least one (1) week before the said schedule meeting.
Powers and Functions of the Members of the Xcon
1. CHAIR - as the highest LP Pasig Officer, convenes and presides over the meetings of the Xcon and the GA.
2. VICE CHAIR - in the absence, incapacity or resignation of the Chair, takes charge of the powers and functions of the latter and shall likewise be the Chair of Fincom (Finance and Logistics Committee),
3. PRESIDENT - acts as the Chief Executive Officer (CEO) of LP Pasig and the exercise of such powers shall be reported immediately to the Xcon at its next meeting. Likewise, he/shall act as the Spokesperson of LP Pasig.
4. SECRETARY GENERAL - acts as the Chief Administrative Officer of LP Pasig, takes custody of all Pasig records, files, roles of members and documents and shall be the official recorder of all meetings of the GA and of the Xcon.
5. TREASURER - acts as the Collecting and Disbursing Officer as well as custodian of all LP Pasig funds and properties.
6. CHAIR OF ORGCOM - takes charge of the Orgcom planning, implementation and reporting of the same as approved by the Xcon as well as in the evaluation of the said plans.
7. CHAIR OF THE EDUCOM - takes charge of the Educom planning, implementation and reporting of the same as approved by the Xcon as well as in the evaluation of the same.
8. COORDINATOR OF DISTRICT 1 - acts as liaision and coordinates all the activities of the various party organs in District 1 and submits regular reports to the Xcon.
9. COORDINATOR OF DISTRCIT 2 - acts as liaison and coordinates all the activities of the various party organs in District 2 and submits regular reports to the Xcon.
10. PRESIDENT OF KALIPI PASIG - represents the Youth thru KALIPI Pasig ad takes charge of youth organizing therein coordination with the Orgcom. Likewise, submits reports of their activities to the Xcon.
11. PRESIDENT OF LP LADIES PASIG - represents Women thru the LP Ladies Pasig and takes charge of women organizing therein coordination with the Orgcom. Likewise, submits reports of their activities to the Xcon.
Vacancies
In case of incapacity, resignation, disability or removal of any Member of the Xcon, with the exceptions of the Presidents of KAILIPI Pasig and LP Ladies Pasig, the Xcon shall appoint its replacement who would assume office only for the remaining term of the replaced Member.

THE BAYANIHAN COUNCILS - (barangay level)
It shall be established in every barangay in Pasig City which shall be the basic mechanism of LP Pasig for day to day relationships with the grassroot communities in Pasig City to be composed of at least fifteen (15) LP Pasig members who reside in the said respective barangays.

Each Bayanihan Council shall elect its :
1. Coordinator
2. Secretary
3. Finance Officer
4. Community Relations Officer
5. Education and Development Officer
Duties and Responsibilities
1. Regularly conduct monthly meetings;
2. Convene every year the Bayanihan Council General Assembly;
3. Organize appropriate community fora on issues and concerns affecting the barangay
4. Organize its Purok and Precint level constituencies.

THE STANDING COMMITTEES
1. ORGCOM - shall be responsible for the overall recruitment and expansion of membership of LP Pasig in the barangay level as well as in the strategic sectors.
2. EDUCOM - shall be responsible for the conduct of the required BOSLD. Aside from this, it shall also undertake the necessary trainings needed by LP Pasig, specially the Bayanihan Councils and shall likewise conduct fora and other forms of mass information on issues and concerns that affects the Pasiguneos. Also, it shall take charge of publishing the LP Pasig Newsletter.
3. FINCOM - it shall formulate an overall financial and resource generation program and oversee fund raising activities. It shall also explore and implement different approaches for business development, entrepreneurship and other self help schemes for the benefit of LP Pasig and its members.

THE COUNCIL OF LEADERS
It shall serve as the principal source of advise to LP Pasig on matters involving the dynamics of internal party organization, external political, economic and social developments and traditions of Pasig among others. It shall also regularly monitor developments in and outside of Pasig City that it believes will have an impact on party work of LP Pasig. It shall likewise undertake regular review of the activities of LP Pasig and its officers with the view of making specific recommendations for the improvement of its performance. its members shall be of known experience, probity and independence and shall likewise elect its convenor ad shall be appointed by the same. The Chair and the President of LP Pasig shall also be its ex-officio members.

FINANCE MATTERS
Membership Fee and Monthly Dues
The Xcon shall fix the amount of membership fee and monthly dues to be paid by all LP Pasig members as warranted by the prevailing situation. Monthly dues of LP Pasig members shall accrue to their respective Bayanihan Councils and Standing Committees.
Special Assessments
The Xcon may require the LP Pasig offices and members Special Assessment based on their financial capacities to share on special activities, events and occasions.
Regular Reports
The LP Pasig Treasurer as well as the Bayanihan Treasurers shall observe transparency and the generally accepted accounting procedures in their transactions and in the submission of the their regular financial reports to the Xcon and the Bayanihan Councils respectively.
Audit Committee
The Xcon shall appoint the Chair and two (2) members of the Audit Committee with known integrity and probity who shall undertake the periodic audit of the funds and other assets of LP Pasig and shall submit corresponding audit reports to the Xcon. Their term of office shall be coterminus with that of the Xcon.

PROCESS OF CHOOSING LP PASIG CANDIDATES
Right to Choose
As provided for in Section 47, Article IX of the Constitution of the Liberal Party of the Philippines, LP Pasig is given the right to choose the official candidates of the Liberal Party for Pasig City for the positions of City Mayor, City Vice Mayor, City Councilors and Congressperson, which is however is subject to the approval of LP National.
Process
Candidates seeking the nomination as official Liberal Party candidates for local elective positions shall undergo the following process :
1. Submission of written applications with recent photos together with their resume and platforms to the Xcon; any Xcon member who is also seeking nomination shall inhibit hims/herself from taking part in the nomination process;
2. Endorsement of five (5) LP Pasig member in good standing for each applicant;
3. Submission of Oath of Undertakings to the Xcon by the applicant/s;
4. Interview of applicant/s by the Xcon;
5. Endorsement of applicant/s to the Convention of GA by the Xcon;
6. Approval of said endorsement/nomination by the GA;
7. Nominated candidates and their key campaign persons undergo the Electoral Campaign Management Seminar;
8. Setting up of Electoral Campaign Committee.
Qualifications and Disqualifications
Aside from qualifications and disqualifications as provided by law, an official candidate of LP Pasig must :
1. Be an LP Pasig in good standing at the time of consideration of his/her nomination;
2. Have a good moral character and has not been convicted of crimes involving moral turpitude;
3. Have been an LP Pasig member for at least one (1) year from the date of election. However, the GA may acceded by two thirds (2/3) votes of the LP Pasig members present, there being a valid quorum, to waive the said requirement.

The LP Pasig shall send a delegation to join the commemorations called by LP National. Likewise, it shall send a delegation to commemorations in Pasig City on the following occasions :

RIGHTS AND DUTIES OF LP PASIG MEMBER:

GROUNDS FOR DISCIPLINARY ACTIONS:
Any LP Pasig member maybe disciplined, suspended, removed or expelled from it on any of the following grounds, to wit:
1. engaging in any act antagonistic to its objectives or inimical to its objectives, or for violations of, or deliberate failure to support any of its fundamental decisions;
2. failure to attend three (3) consecutive party meetings or at least two-thirds (2/3) of the meetings duly convened within a given calendar year of the appropriate Committee or Organ without valid reason duly communicated within reasonable period prior to the meeting and subsequently approved by the appropriate Committee or Organ;
3. non-participation and involvement in party sanctioned activities without valid reasons duly communicated within a reasonable period prior to the activity and approved by the appropriate Committee or Organ;
4. membership in another political party, either by act or deed.

SUSPENSION
In accordance with the Constitution of the Liberal Party of the Philippines, an LP Pasig member maybe suspended for a period not exceeding one (1) year.

REINSTATEMENT :
In accordance with the Constitution of the Liberal Party of the Philippines, an LP Pasig member duly removed, may apply for reinstatement in accordance with the procedure under Section 10 of the said Constitution.

THE PASIG COMMITTEE
In accordance with Section 12 of the Constitution of the Liberal Party of the Philippines, it envisiages among others, autonomy in the various organizational levels of the Liberal Party.
Duties and Responsibilities
1. It shall be the governing body of the Liberal Party of the Philippines in Pasig City;
2. It shall represent it before the Pasiguenos and the duly constituted authorities in Pasig
City on party matters;
3. It shall directly lead active political initiatives of Pasiguenos in the grassroot
communities in Pasig City;
4. Its members shall directly support its activities and mobilize resources to successfully carry out its action plans guided by the spirit of tulungan, damayan, malasakitan and bayanihan.

THE GENERAL ASSEMBLY (GA)
It shall be composed of all Members of LP Pasig in good standing which shall convene every three (3) years.
Duties and Responsibilities
1. Elects ten (10) Members of the Executive Council; nine (9) in case an LP Member has been elected as city official. Immediately after their election, they shall elect among themselves the Chair as the case maybe, the Vice Chair, the President, the Secretary General, the Treasurer, the Chair of the Orgcom, the Chair of the Educom, the Coordinator of District 1 and the Coordinator of District 2;
2. Approves the Three (3) Year Accomplishment Report of the Xcon and the Three (3) Year Financial Report of the Treasurer;
3. Ratifies the LP Pasig Three (3) Year Action Plan;
4. Approves and proposed amendments to the LP Pasig Constitution and by-Laws;
5. Other matters as maybe approved by the General Assembly.
Meetings
For the purpose transacting business, the presence in the GA of fifty percent plus one (50% + 1) of all LP Pasig Members shall constitute a quorum in any meeting.

THE EXECUTIVE COUNCIL
It shall execute all policies, guidelines and decisions made by the General Assembly at the LP Pasig Convention and shall likewise exercise overall direction, control and supervision of LP Pasig. As such, its Members shall be of good moral character with leadership capabilities and have been active LP Pasig Member for at least one (1) year in good standing. With the exception of the Presidents of KALIPI Pasig and LP Ladies Pasig who are ex-officio members, they shall hold office for three (3) years until their successors have been elected and qualified or unless sooner removed for cause. They shall exercise collective leadership, strive hard to arrive at consensual decisions, conduct regular monthly meetings and shall be composed of the following, to wit :

Meetings
The presence of the majority of its members shall constitute a quorum for purposes of transacting business. Any two (2) member of any LP Pasig Organ may call for a special meeting to tackle a specific matter and the Secretary shall notify its Members at least one (1) week before the said schedule meeting.
Powers and Functions of the Members of the Xcon
1. CHAIR - as the highest LP Pasig Officer, convenes and presides over the meetings of the Xcon and the GA.
2. VICE CHAIR - in the absence, incapacity or resignation of the Chair, takes charge of the powers and functions of the latter and shall likewise be the Chair of Fincom (Finance and Logistics Committee),
3. PRESIDENT - acts as the Chief Executive Officer (CEO) of LP Pasig and the exercise of such powers shall be reported immediately to the Xcon at its next meeting. Likewise, he/shall act as the Spokesperson of LP Pasig.
4. SECRETARY GENERAL - acts as the Chief Administrative Officer of LP Pasig, takes custody of all Pasig records, files, roles of members and documents and shall be the official recorder of all meetings of the GA and of the Xcon.
5. TREASURER - acts as the Collecting and Disbursing Officer as well as custodian of all LP Pasig funds and properties.
6. CHAIR OF ORGCOM - takes charge of the Orgcom planning, implementation and reporting of the same as approved by the Xcon as well as in the evaluation of the said plans.
7. CHAIR OF THE EDUCOM - takes charge of the Educom planning, implementation and reporting of the same as approved by the Xcon as well as in the evaluation of the same.
8. COORDINATOR OF DISTRICT 1 - acts as liaision and coordinates all the activities of the various party organs in District 1 and submits regular reports to the Xcon.
9. COORDINATOR OF DISTRCIT 2 - acts as liaison and coordinates all the activities of the various party organs in District 2 and submits regular reports to the Xcon.
10. PRESIDENT OF KALIPI PASIG - represents the Youth thru KALIPI Pasig ad takes charge of youth organizing therein coordination with the Orgcom. Likewise, submits reports of their activities to the Xcon.
11. PRESIDENT OF LP LADIES PASIG - represents Women thru the LP Ladies Pasig and takes charge of women organizing therein coordination with the Orgcom. Likewise, submits reports of their activities to the Xcon.
Vacancies
In case of incapacity, resignation, disability or removal of any Member of the Xcon, with the exceptions of the Presidents of KAILIPI Pasig and LP Ladies Pasig, the Xcon shall appoint its replacement who would assume office only for the remaining term of the replaced Member.

THE BAYANIHAN COUNCILS - (barangay level)
It shall be established in every barangay in Pasig City which shall be the basic mechanism of LP Pasig for day to day relationships with the grassroot communities in Pasig City to be composed of at least fifteen (15) LP Pasig members who reside in the said respective barangays.

Each Bayanihan Council shall elect its :
1. Coordinator
2. Secretary
3. Finance Officer
4. Community Relations Officer
5. Education and Development Officer
Duties and Responsibilities
1. Regularly conduct monthly meetings;
2. Convene every year the Bayanihan Council General Assembly;
3. Organize appropriate community fora on issues and concerns affecting the barangay
4. Organize its Purok and Precint level constituencies.

THE STANDING COMMITTEES
1. ORGCOM - shall be responsible for the overall recruitment and expansion of membership of LP Pasig in the barangay level as well as in the strategic sectors.
2. EDUCOM - shall be responsible for the conduct of the required BOSLD. Aside from this, it shall also undertake the necessary trainings needed by LP Pasig, specially the Bayanihan Councils and shall likewise conduct fora and other forms of mass information on issues and concerns that affects the Pasiguneos. Also, it shall take charge of publishing the LP Pasig Newsletter.
3. FINCOM - it shall formulate an overall financial and resource generation program and oversee fund raising activities. It shall also explore and implement different approaches for business development, entrepreneurship and other self help schemes for the benefit of LP Pasig and its members.

THE COUNCIL OF LEADERS
It shall serve as the principal source of advise to LP Pasig on matters involving the dynamics of internal party organization, external political, economic and social developments and traditions of Pasig among others. It shall also regularly monitor developments in and outside of Pasig City that it believes will have an impact on party work of LP Pasig. It shall likewise undertake regular review of the activities of LP Pasig and its officers with the view of making specific recommendations for the improvement of its performance. its members shall be of known experience, probity and independence and shall likewise elect its convenor ad shall be appointed by the same. The Chair and the President of LP Pasig shall also be its ex-officio members.

FINANCE MATTERS
Membership Fee and Monthly Dues
The Xcon shall fix the amount of membership fee and monthly dues to be paid by all LP Pasig members as warranted by the prevailing situation. Monthly dues of LP Pasig members shall accrue to their respective Bayanihan Councils and Standing Committees.
Special Assessments
The Xcon may require the LP Pasig offices and members Special Assessment based on their financial capacities to share on special activities, events and occasions.
Regular Reports
The LP Pasig Treasurer as well as the Bayanihan Treasurers shall observe transparency and the generally accepted accounting procedures in their transactions and in the submission of the their regular financial reports to the Xcon and the Bayanihan Councils respectively.
Audit Committee
The Xcon shall appoint the Chair and two (2) members of the Audit Committee with known integrity and probity who shall undertake the periodic audit of the funds and other assets of LP Pasig and shall submit corresponding audit reports to the Xcon. Their term of office shall be coterminus with that of the Xcon.

PROCESS OF CHOOSING LP PASIG CANDIDATES
Right to Choose
As provided for in Section 47, Article IX of the Constitution of the Liberal Party of the Philippines, LP Pasig is given the right to choose the official candidates of the Liberal Party for Pasig City for the positions of City Mayor, City Vice Mayor, City Councilors and Congressperson, which is however is subject to the approval of LP National.
Process
Candidates seeking the nomination as official Liberal Party candidates for local elective positions shall undergo the following process :
1. Submission of written applications with recent photos together with their resume and platforms to the Xcon; any Xcon member who is also seeking nomination shall inhibit hims/herself from taking part in the nomination process;
2. Endorsement of five (5) LP Pasig member in good standing for each applicant;
3. Submission of Oath of Undertakings to the Xcon by the applicant/s;
4. Interview of applicant/s by the Xcon;
5. Endorsement of applicant/s to the Convention of GA by the Xcon;
6. Approval of said endorsement/nomination by the GA;
7. Nominated candidates and their key campaign persons undergo the Electoral Campaign Management Seminar;
8. Setting up of Electoral Campaign Committee.
Qualifications and Disqualifications
Aside from qualifications and disqualifications as provided by law, an official candidate of LP Pasig must :
1. Be an LP Pasig in good standing at the time of consideration of his/her nomination;
2. Have a good moral character and has not been convicted of crimes involving moral turpitude;
3. Have been an LP Pasig member for at least one (1) year from the date of election. However, the GA may acceded by two thirds (2/3) votes of the LP Pasig members present, there being a valid quorum, to waive the said requirement.

The LP Pasig shall send a delegation to join the commemorations called by LP National. Likewise, it shall send a delegation to commemorations in Pasig City on the following occasions :

5. Other occasions which the Xcon may declare.
